夏俊，民盟盟员，北京邮电大学经济管理学院教授、博士生导师，信息通信产业与政策研究所所长。兼任工信部电信普遍服务政策专家，教育部学位中心评审专家，教育部本科教学评估专家，本领域重要国际期刊编委、客编、审稿人，在信息通信经济管理研究领域具有广泛的国际联系和较高的国际影响。主持多项国家级和省部级科研课题，近年研究论文发表于Telecommunications Policy、Government Information Quarterly等本领域权威国际期刊，入选爱思唯尔“中国高被引学者”（学科领域：商业、管理和会计），获得北京市第十三届哲学社会科学优秀成果奖（二等奖）。多次接受中央电视台等媒体的专业访谈，应邀在国内外政府举办的ICT行业会议上做主旨发言。2012年，应南非共和国通信部长的邀请，出席非洲大陆首届ICT部长级大会，在全会做主旨演讲。2000年，作为信息产业部普遍服务政策咨询专家，参与起草我国电信普遍服务管理办法。曾经由国家公派，在芝加哥大学进修经济学博士课程（2001-2002）和印第安纳大学做客座研究员（2008-2009）。早年奉献于国防三线，在某军工企业担任技术干部。  

Jun Xia is currently a Professor and Director, Institute of ICT Industry and Policy Studies (IIIPS), Beijing University of Posts and Telecommunications (BUPT), China. As a national leading expert in telecommunications industry and policy research, his academic expertise is primarily focused on telecommunications policy, digital transformation and business model innovation, emerging industries/applications (e.g., Industrial Internet, Internet of Things and AI, big data and cloud computing, blockchain and cryptocurrencies), institutions and governance, and strategic marketing. His research articles appeared in national and international leading journals as well as were presented at various conferences. Professor Xia advised China's government on the universal service issue and telecom carriers on strategic marketing. He was instrumental in drafting the telecommunications universal service regulations for the Ministry of Information Industry (MII) - the former industry regulator in China. As an influencial researcher in telecommunications policy, he was occasionally interviewed by national media and spoke at national and international government events. Prior to joining BUPT, his previous career encompassed engineering, international investment and trade, and consultancy. He held visiting positions in a number of institutions including the University of Chicago, London School of Economics and Political Science, Indiana University Bloomington, and Bowling Green State University.
